Where a parent(s) with a learning difficulty appears not to be able to meet her/his child's needs, a referral should be made to Children's Social Care Services, which has a responsibility to assess need and where justified, offer supportive or protective services - see the Contacts and Referrals Procedure.

Where a person with a learning difficulty is pregnant and it appears may not be able to meet the future needs of her child then a referral needs to be made at the earliest opportunity.
