This 'Quick Guide' must be read before accessing the body of the manual.

1. Display and Browser Options

People with a visual impairment may have difficulty accessing this Manual, if they do, they can change the size of the text/layout - please use the accessibility buttons on the left hand side of every screen; these are the "letter a" buttons increasing in size. Click a larger "a" button to increase your text size, the very largest being high visibility mode.


2. Structure of the Manual

This manual contains the policies and procedures for Surrey Safeguarding Children Board. In this manual, all Policies, Values and Principles are located in one Chapter, which users are required to familiarise themselves with before proceeding to the main body of the Manual. These Policies, Values and Principles are located in a Chapter called 'Values' - available from the left hand side of the screen. The other parts of the manual contain the Surrey Safeguarding Children Board Procedures.

Guidance and Protocols are not currently included in the manual and are held elsewhere on the website and can be accessed by clicking on the button on the left hand side of the page.


3. Amendments

This update contains the following changes:

Allegations against Staff, Carers and Volunteers This chapter has been amended having regard to the DfE statutory guidance 'Dealing with Allegations of Abuse Against Teachers and Other Staff' which was published in August 2011, and applies to teachers and staff (including volunteers) in a school or FE college that provides education for children under 18).
Children and Families in Need Moving Across Safeguarding Children Board Boundaries This chapter has been reviewed and amended for this update.
Child Trafficking and Exploitation This chapter has been reviewed and amended for this update.
Children Who are Alleged to have Sexually Abused Others This chapter has been reviewed and amended for this update.
Domestic Abuse This chapter has been reviewed and amended for this update.
Fabricated or Induced Illness This chapter has been reviewed and amended for this update.
Female Genital Mutilation This chapter has been reviewed and amended for this update, including a link to non-statutory government guidance on Female Genital Mutilation - Multi-Agency Guidelines (February 2011).
Forced Marriage This chapter has been reviewed and amended for this update.
Historical Abuse Allegations This chapter has been reviewed and amended for this update.
Missing Children and Families This chapter has been reviewed and amended for this update.
Pre-birth Child Protection Procedure This chapter has been reviewed and amended for this update.
Resolution of Professional Disagreement This chapter has been reviewed and amended for this update.

Strategy Discussions and Section 47 Enquiries as Part of Core Assessments In addition to the above changes made in October 2011, further changes was incorporated in December 2011 to include reference to the need for Children’s Social Care to complete their own record where a joint investigation with the Police is undertaken and to record any objections or reservations expressed by the parents during the Section 47 Enquiry.

This manual will be updated every six months. The next update is due to be issued in May 2012 and a planning meeting for this update will take place on 13 March 2012 at Fairmount House in Leatherhead.

The specific amendments for each edition of the manual are listed at the top of this chapter.

Where the manual has been updated the chapters that have been significantly amended or are new are indicated in the Contents List and at the top of the relevant Chapter.

4. How to Find a Chapter

Procedures are located in individual 'Chapters' which are available from a 'traditional' Contents List - on the left hand side of the screen.

4.1 Using the Contents List

Chapters are categorised or grouped together as follows:

PARTS: The manual contains procedures categorised under a number of Parts, like 'Managing Individual Cases',

CHAPTERS: Under each Part, you'll find individual Chapters/Procedures e.g. 'Initial Child Protection Conferences'.

4.2 Searching for a chapter

If you are not sure which section to look in, try 'Search' (accessible via the button on the left hand side of the page) which will help you identify specific chapters and subheadings within chapters.

4.3 Searching for Word Terms

There is no search facility which operates across the whole Manual. You can, however, look for a particular word, phrase or term within individual chapters by clicking on Edit and then, Find.

A better way to find information about a particular term, if it's not listed in the Contents page, would be to look in the Keywords Appendix. If the word or term is listed in the Keywords Appendix, you should click on it to go to its definition, which should assist you to understand what the term means and , in some cases, help you to identify the chapter that will provide you with any additional available information.

If the term or word is not listed in the Keywords Appendix, and you believe it would be helpful if it was there, then please email this to Marie Berry, Interim Training and Development Manager, Surrey Safeguarding Children Board (marie.berry@surreycc.gov.uk)- as it can be added as a Keyword when the next update of the Manual is issued.


5.Terminology

We believe it is crucial to use consistent terminology, which we agree with individual customers, for example:

'Child' or 'Young Person' both these terms are used to mean any child under the age of 18
'Parent' Includes any person with Parental Responsibility
'Regulatory Authority' Regulatory Authority is the generic term used in this manual to describe the independent regulatory body responsible for inspecting and regulating services e.g. Ofsted.


6. Keywords

The manual is accessed by practitioners from varying agencies, who may find terms that they are not familiar with. Therefore, a large glossary (Keywords) of terms such as Significant Harm (Try it: click on the highlighted text). We call them 'Keywords'.

Many Keywords are highlighted in the body of procedures, but you can search for the Keyword you need: Go to the Keywords Index, by clicking on the 'contacts and keywords' button on the left hand side of the screen.

7.1 Regulatory Compliance

Every effort has been taken to ensure regulatory compliance. If you discover any errors or mistakes, please alert your manager or contact us.

7.2 W3C Compliance

This manual meets the double A Standards of the World Wide Web Consortium (W3C), for example, it can be accessed by people with high levels of visual impairment. To find out more, click on 'Display Options' on the left hand side of the screen.

10. Printing and Retaining Copies

The Manual should normally be viewed on line.

However, users may print chapters, using the "print" icon in the top right of the manual.

Please note, the Manual will be updated regularly, so staff should avoid retaining printed versions - hard copies are only valid for 72 hours. It is important to remember that the correct current version of the manual will always be the electronic version shown on the website.
